The library's policies are reviewed and approved by the Board.
The library board has established a book of policies to govern the library. These policies serve as a blue print for effective library operation, underscore the library's service philosophy and ensure that customers receive consistent service.

To ensure a safe environment for patrons of all ages because safety is a serious responsibility, we maintain that safety rests with the parent, guardian, or childcare provider of any child or adolescent visiting the library. It is the responsibility of the parent to monitor their child’s activities and behavior while in the library.
PURPOSE
The Mayor, Council, and Employees mutually recognize the services performed by the Employees covered by this policy are services essential to the public health, safety, and welfare of the people of Everly. Therefore, there shall be no interruption of these services, for any cause whatsoever, by any Employee, nor shall there be any concerted failure by them to report for duty. Nor shall they absent themselves from work, stop work, or abstain in whole or in part from the full, faithful, and proper performance of the duties of their employment. There shall be no strikes, sit downs, slow downs, stay ins, stoppages of work, or any acts that interfere in any manner, or to any degree, with the critical needs and services of the City. The Council, without liability on the part of the Council, may summarily discharge any individual, Employee, or groups of employees who violate, or disregard, the prohibition of this section or any other policy section of this handbook.
Everly Public Library provides access to the Internet to connect the public to the world of ideas and information, and to provide equal access to that information for all individuals in the community. Library-owned devices are available free; unsecured wireless Internet access is available for public use. This policy applies to all use of Everly Public Library’s wired or wireless Internet service, whether privately-owned or Library-provided devices are operated.
Check-out period for library materials is calculated on calendar days.
Everly Public Library strives to provide books and other library materials of value and interest for information and enlightenment, for all the people of the community. The library attempts to maintain a collection of carefully selected representative book and non-book materials that are of both current interest and permanent value. Since the community it serves is both urban and rural, it will strive to meet the demands of clientele from both areas. It attempts to serve the children, young-adults, adults, and elderly.
